LOCAL Government Association of Zambia (LGAZ) President Christopher Pikiti Kang’ombe and Lusaka Elected Mayor Wilson Chisala Kalumba petitioned President Edgar Chagwa Lungu to facilitate a six-point changes meant to improve service provision throughout Zambia’s 110 districts of the ten provinces namely, Central, Copperbelt, Eastern, Luapula, Lusaka, Muchinga, Northern, Northwestern, Southern and Western.

LOCAL Government Association of Zambia (LGAZ) President Christopher Pikiti Kang’ombe petitioned President Edgar Chagwa Lungu to facilitate a six-point changes meant to improve service provision throughout Zambia’s 110 districts of the ten provinces namely, Central, Copperbelt, Eastern, Luapula, Lusaka, Muchinga, Northern, Northwestern, Southern and Western.
First, during a Friday 12th january 2017 interfacewith President Lungu at State House in Lusaka, Kitwe Mayor, Mr. Kang’ombe and his peers want ‘Councils’ to be allowed to collect motor vehicle licence fees, Toll fees and sale of electricity in line with Article 147 of the Republican Constitution.
Secondly, Councilors propose that the K2 Cement levy per 50kg bag in Finance Minister Felix Chipota Mutati’s K71.6 bilion 2018 National Budget be channelled towards creation of the Social Housing Fund (SHF)for upgrading unplanned settlements.
Thirdly, Councils are protesting that 13 Articles of the current Republican Constitution must be amended to strengthen Local Government administration.
Fourthly, Kang’ombe’s delegation wants ‘Conditions of Service’ for Mayors, Council Chairpersons and Councilors be clearly defined.
Fifthly, Councilors want the Local Government Equalization Fund increased from the current 5% of the annual income tax to 10% to support service delivery.
The sixth point is the creation of the “Market and Bus Station Fund” to enable councils build new trading infrastructure in all districts in Zambia.
