Government and stakeholders should panel beat labour laws to favour both parties!
THE contra verse seen in the new employment laws need to strike some balances by promoting the plight of workers and also ensuring that economic activities also do remain reliable and sustainable in order to be able to cater for the macroeconomic factor, which is highly required complimentary puzzle fit for the nation.
The Employment Code Act which was amended in 2019, has been widely criticised for not balancing up with both fiscal requirements and economic actors.
Statutory Instrument that was issued on 10th May 2019 catered for this change, though I think these amendments were not adequately censored to benefit both parties within an economic set up, however the preliminary analyses showed that the ECA was drastically made to increase the cost of labour – by as much as 40% according to exposed information done on monitoring and evaluation.
The socioeconomic impact of the ECA, has compounded by the extraordinary economic pressure with this era of COVID19, which has negatively disrupted the Zambian economic landscape in a parallel dimension where we are likely to seeing a perpetual negative inflation if not tackled correctly.
I think calls that have been thrown to the authorities to make amends, are welcome even though it will be tough for the sitting government to tackle this particular issue considering a number of economic challenges that lay on their table especially that 2021 is an election year and they are remaining with handful time to clean up the mess.
I agree 100% with the stakeholders who are calling out on government and relevant stakeholders to revise and panel beat this piece of legislature so that it spark economic growth in the nation but I will be questioning if these amendments go far enough to cover even normal economic conditions outside COVID 19 era?
As a nation, we should always by all means try to make laws and effect beneficial amendments that have a striking balance in nature so that we can stimulate and spur economic growth in the nation. Zambia as a nation, we really need to work with new models of legislature that have the interest of economic systems as number factor, which can also allow to steer development.
The new employment though it has a huge component of protecting workers and so many pieces of information that usually speaks in favour for an ordinary worker in Zambia but in an effort to cushion the current economic impact of COVID 19, there is a need to revisit some of those piecemeal amendments that were half-baked, we need to panel beat so that times of economic hardships can also be covered with a “striking mutual deal” and appropriate mitigation measures can be formulated to serve both industries and the workers. – Kelvin Chisanga Communications Specialist
