TANZANIA-ZAMBIA RAILWAY AUTHORITY COMMUNIQUE
ISSUED ON THE OCCASION OF THE 112TH MEETING OF THE TANZANIA-ZAMBIA RAILWAY
AUTHORITY (TAZARA) BOARD OF DIRECTORS ON 3RD DECEMBER 2018, LUSAKA
We, the Tanzania-Zambia Railway Authority (TAZARA) Board of Directors, comprising the
Permanent Secretaries responsible for Transport in Tanzania and Zambia, as Chairperson and Co-
Chairperson, respectively, together with four other Board members from both countries, meeting in
Lusaka, Zambia, this 3rd Day of December 2018, do hereby declare as follows.
Overall performance
The Board noted that although the Authority had continued to record successive improvements in
almost all Key Performance Indicators, during the financial year ending June 2018, the annual
freight haulage of 220,000mt was nevertheless very low and far below the desired Break-Even
Point of 600,000mt. In this regard the Board directed Management to enhance efforts aimed at
improving performance further in order to attain sustainability, going forward.
Amendment of the TAZARA Act
The Board noted that the Attorneys General of the two countries had reached consesus on the
proposed amendments to the TAZARA Act (1995) and that the two Governments were in the
process of seeking approval for the amendments from their respective Cabinets before presenting
the Bills to the two Parliaments.
PPP Strategic Alliances
The Board noted the efforts made to introduce private sector participation in the running of some of
the operational units of TAZARA using PPP models and directed that the PPP units of both
countries be consulted for further guidance.
External Audit Report
The Board commended the Management for obtaining, for the third year running, an unqualified
opinion passed by the external auditor firm, Demus Associate of Tanzania, for the financial
statements for the year ended June 2018.

Re-capitalization
The Board resolved to request the TAZARA Council of Ministers to convene at the earliest to
discuss the funding requirements of TAZARA.
