*SUBJECT:* Dictatorial Excesses in Guinea – Injustice, Human Rights Abuses, and Economic Devastation

*LONDON, AUGUST 24, 2024*

We bring to your attention the alarming situation in Guinea, where the Transition authorities have been ruling with an iron fist for nearly three years. Despite promises of restoring constitutional order and ensuring justice, the regime has engaged in dictatorial excesses, injustices, and human rights abuses.

*SOCIAL SITUATION:*

– Rapidly deteriorating living conditions
– Widespread power cuts, water scarcity, and rising market prices
– Violent suppression of social demonstrations, resulting in fatalities
– Increasing kidnappings, targeted assassinations, and fear-mongering

*ECONOMIC SITUATION:*

– Weak institutional capacities
– Declining HDI since 2021
– Job losses, struggling informal sector, and business closures
– Poor regulation of primary banks, risking economic crisis
– Corruption and financial scandals, including the SONAP and ARPT cases

*POLITICAL SITUATION:*

– Unilateral decision-making by the CNRD
– Suppression of dissent and opposition
– Censorship of independent media and the internet
– Human rights abuses and injustices against militants and activists.

_POLITICAL REPRESSION AND HUMAN RIGHTS ABUSES_

The Transition authorities in Guinea continue to engage in political repression, targeting officials who served under Professor Alpha Condé, and militants of the RPG ARC-EN-CIEL party. The CRIEF has become an instrument of selective justice, conducting trials without evidence.

_ELECTIONS AND TRANSITION TIMELINE_

The Government’s declaration that elections cannot be held in 2024 has created uncertainty and turbulence. The Forces Vives have announced that they will no longer recognize the CNRD beyond December 31, 2024. The RAVEC and Constitution, essential for future elections, are being torpedoed by the CNRD.

_MEDIA FREEDOM AND REPRESSION_

Press freedom remains unimpressive, with broadcasting licenses withdrawn from popular media outlets that revealed financial scandals implicating the military junta. The Special Forces Group and High Command of the National Gendarmerie are responsible for kidnappings and repression.

_JUSTICE SYSTEM AND HUMAN RIGHTS_

The justice system is flawed, with secret detention sites and intimidations multiplying. The military tribunal has procedural flaws, and the Bar Association’s request for an independent investigation into General Sadiba Coulibaly’s death was ignored.

_URGENT CALL TO ACTION_

We urge the international community to consider our warnings and take suitable actions to support the people of Guinea in their quest for constitutional order, justice, and human rights.
