Kitwe Mayor Engineer Kang’ombe Christopher says ultimatum for foreigners trading in compounds to relocate to industrial area has expired

KITWE Mayor Engineer Christipher Kang’ombe is determined to enforce a Statutory Instrument No. 1 of 2017 on Citizens Economic Empowerment Reservations Scheme signed by President, Dr. Edgar Chagwa Lungu which prohibits foreigners from trading in compounds countrywide.
Mayor Kang’ombe, who is Local Government Association of Zambia (LGAZ) President says his Hub of the Copperbelt Province office in consultation with then Kitwe District Commissioner Binwell Chansa Mpundu held a round table discussion in October 2018 with foreign traders and a diversity of stakeholders on the subject of foreign nationals engaging in retail, poultry farming and block making business in Kitwe.
Engineer Kang’ombe recollected in a Media Statement that at the alluded to meeting It was mutually agreed that all foreign traders operating in compounds namely; Kapoto, Chimwemwe, Miseshi, Ndeke and Chamboli must relocate to town centre and the Industrial area.
The LGAZ President noted that local authorities advised foreign nationals to respect the provisions of Statutory Instrument No. 1 of 2017 Citizens Economic Empowerment Reservations Scheme as assented to Dr. Edgar Chagwa Lungu, as Republican President.
Engineer Kang’ombe observed that under Kitwe City Council Resolution C/23/01/19, THE said agreement to relocate was raised to Resolution Status that all foreigners relocate away from the mentioned compounds.
Further, on Thursday 20th of February 2020, a polite reminder was sent to all foreigners trading in compounds to relocate with an additional grace period of 30 days given, through a letter signed by Town Clerk of Kitwe, Mbulo Seke, an ultimatum which has since expired, and Councillors led by Engineer Kang’ombe will on Wednesday 8th of July 2020 move to enforce the council resolution in the selected compounds.
Chileshe Bweupe is the incumbent Kitwe District Commissioner appointed by Dr. Lungu as Binwell Chanda Mpundu’s contract which expired on Monday 10th February was not renewed. Kitwe Mayor
