“I AM not a sleeping parliamentarian”, protests Patriotic Front (PF) Matero Member of Parliament (MP) Lloyd Mulenga Kaziya, vowing to restore compliance among domestic and commercial tenants in Lusaka’s densely populated constituency.
The Water Development, Sanitation and Environmental Protection Minister, Mr. Kaziya says no stone is being left unturned to increase access to clean water and sanitation.
Kaziya prods citizens to desist from encroaching on land reserved for public works by Housing and Infrastructure Development Minister Ronald Kaoma Chitotela, a PF Pambeshe MP in Luapula Province.
During a Media Tour of roadwork’s on Lumumba and Mungwi roads, a stern Kaziya threatened to deal ruthlessly with Zambians of Asian origin that connive with corrupt Lusaka City Council (LCC) officers to indiscriminately encroach on Government gazetted space reserved for expansion in Lusaka’s Emmasdale Township.
And Kaziya is glad that the battle between Olympic Youth Development Council (OYDC) Management and internally displaced residents in Matero East is resolved.
“If Zambians of Asian origin think money is everything, they will be dealt with harshly as soon as I get clearance from the Attorney General Likando Kalaluka-State Counsel (SC). I will fight tooth and nail to demolish structures built on road reserves,” vowed Kaziya citing a named Zambian of Asian origin who confessed of bribing LCC officials.
Said a worried Kaziya: “This developer here admitted paying council officials K10 million to encroach on government land reserve. We have him on camera. Since, I am a Matero resident and complainant number one, I am awaiting instructions from the State Counsel Likando Kalaluka and after expiry of a 14 day notice for illegal developers to raze down structures, we shall restore order. If we do not, thieves will now attack people at night as land reserved for Street Lights is being encroached. Surely, how can one build a septic tank seven meters into government reserved land reserved for road expansion and utility services?”.
And Kaziya is elated OYDC management reached an understanding with internally displaced Matero residents who bought land from named cadres.
Kaziya says it is not prudent for residents to pay OYDC Management, a quasi government institution, on account of illegally occupying land sold by cadres.
Kaziya says Government will rehabilitate dilapidated roads in Matero constituency and expects the Road Development Agency (RDA) to patch potholes on Lumumba Road.
“The stretch from Zamtel area going past the junction of Mungwi road, the stretch is quite bad and I implore RDA to come site from Saturday 11th November 2017. If left in this deplorable state Lumumba road cause accidents in Matero and loss of life and property once drivers continue speeding,” said Kaziya
Pointing at garbage that is dumped by Buseko Market traders on the island dividing Lumumba Road, Kaziya equally implored Matero Township residents and marketeers to dispose garbage in designated areas.
Kaziya says working in collaboration with Kanyama Member of Parliament Elizabeth Phiri and United Party for National Development (UPND) Chilanga MP Keith Mukata, Government will broaden Mungwi Road into a two-way carriage way.
Deputised by Vice-President, Ms. Inonge Mutukwa-Wina, President Lungu, who celebrated his 61st Birthday on Saturday 11th November 2017, is on record that the PF Government, through Link Zambia 8,000 and Lusaka 400 Road programmes shall transform Zambia into a land-linked country as each of the 10 provinces; at least one major road is being constructed with over 3,947 kilometers of road as at May 14th 2016.
