“RTSA not ready for ‘Road Safety and Automated Speed Cameras,” protests Ba Arthur Ntembula

After listening to Ask RTSA programme on Zambia National Broadcasting Services (ZNBC) Radio 2 95.7FM this evening about road safety and automated speed cameras, my honest conclusion is that the cameras were prematurely switched on and it seems we are not yet equipped to manage the technology of these cameras.

Anomaly 1: engaging Road Development Agency (RDA) for road signage after switching on cameras.

Anomaly 2: some cameras don’t read correctly. In a 40mk/hr zone, you are driving at 30km/hr but you still receive a ticket for exceeding the limit.

…And this was a common complaint by callers which even the rtsa gentleman admitted especially regarding Shimabala and some spot on Mumbwa road …God knows where else.

Road signage across the country (not only in Lusaka) should have been taken care of before switching on the cameras. Road Transport and Safety Agency (RTSA) assumes people already know the speed limits.

Then if you receive complaints about a faulty camera, switch it off, rectify it, test it to ensure it is reading correctly, then put it back on.

There was a question about getting a refund for those who were captured by the faulty cameras, fined and paid. The RTSA gentleman didn’t even touch it.

It is probable there’s some institutional theft going on here.
