LCC prosecutes bar owners

THE Lusaka Fast Track Court has convicted and fined five bar owners for operating beyond the stipulated hours.
The five were part of the 20 bars that were served with summons during an operation conducted by a combined team of State and Council Police officers over the weekend.
The five who were convicted and fined K10, 000 each or six (6) months in default, appeared before Magistrate Anna Holland today (Monday, February 6, 2017).
The five were part of the 20 that were issued with summons after being found abrogating Regulation 4 (3) of Statutory Instrument number 64 of 2012; as read with section 29 Sub-Section 1 and 3 of the Liquor Licensing Act number 20 of 2011 of the Laws of Zambia.
Those that appeared before the court were Drill Beat Bar of Libala, Forever Young Bar of Emmasdale, Joe Mutono Sichilima of Libala, Statements Lounge and Sports Bar and M. S Liquor Store of Kabwata.
10 of the defaulters were expected to appear in court today (Monday) but only five appeared, while the other 10 are scheduled to appear in court on Monday 13th February 2017.
Lusaka Town Clerk, Alex Mwansa appealed to those that disregarded the summons to report themselves to the Prosecutions Office failure to which they will be served with Bench Warrants.
“The Council has been receiving numerous complaints of noise pollution and late closure of bars. This should serve as a deterrent to would-be offenders that the Council will not relent in its efforts to bring sanity in the city,” Mr Mwansa said.
Operating hours for bars is from 10:00 hours to 22:00 hours, while nightclubs it is from 10:00 hours to midnight.
