APPEAL TO YOUR ASSIST URGE THE GOVERNMENT TO NEW REWARD ME
FOR SAVING ZAMBIA FROM BLOODSHED IN APRIL, 1986.

1. With due respect Your Excellency, in April, 1986 I saved Zambia and lives of millions of people from bloodshed and misery during the liberation struggles of Namibia and South Africa.

2. Your Excellency ,with no training in intelligence operations and I only holding five G.C.E.O’Levels academic education but nevertheless , I personally managed to detect the South African apartheid spy network operating secretly in Zambia led by Apartheid Minister of Foreign Affairs Magnum Malan and Kelly Bradblard Apartheid Director General of Intelligence who collectively and heavily equipped a secret underground military bunker for powerful jet fighters at Pitysburg in South Africa to crash Zambia.

3. Out of my detection as a result nine (9) spies were arrested and detained including one black commando Isaih Moyo who infrated the ANC liberation camps in Lusaka . The whole highly trained State Security and Intelligence operatives including the military intelligence operatives in Zambia and some holding university degrees failed to detect the spies who were freely walking tall in all corners of Zambia for years .State House, Airports ,Railways ,all Military cantonments ,strategic missile installations and ANC and SWAPO gurira camps were targeted to be bombed and destroyed .In 1986 I was the only undisputed civilian spy smasher in the Southern African Region to expose the C.I.A ,British M15 and 6 and Israel intelligence networks their deadly maneuvers as they were then staunch supporters of Apartheid South Africa.

4. Your Excellency ,only three days were left for the South African Apartheid Air force to bomb and destroy Zambia .You Your Excellency was targeted to be assassinated by commandos including ANC Leaders including ANC leaders in late Oliver Tambo ,Thabo Mbeki ,Jacob Zuma and others ,as well as SWAPO leaders in Sam Nujoma , Ifikepunye Pombanya

and others . Indeed I deserve a reward from the Government of President Dr.Edgar Chagwa Lungu who has already recognized my diligent service to the country.

5. Your Excellency, after the arrest of Apartheid spies in Zambia the racist intelligence network in South Africa was disorganized .Soon Prime Minister Fredrick De-clerk had no option but to release Nelson Mandela from 27 years life imprisonment.

6. Your Excellency, 1 Rouyal Crown Prince Bryce Mfune made a fitting history for my contribution to the liberation struggles of Namibia and South Africa .Current leaders in Namibia and South Africa should learn to note with grace that I saved the lives of their liberation leaders hosted in Zambia .Certainly I am a National Hero and therefore the High Commissioners of Namibia and South Africa should appreciate in kind to reward me as well through you Your Excellency for my outstanding bravery.

7. However, since my detection of sophisticated spies was carried out during your term of office as first President and Commander –in – Chief of the armed forces of Zambia, I have to sadly disclose to you Sir today I am a victim of oppressive fundamental corrupt indecisions coming from the Attorney General and the secretary to the Cabinet.

8. However ,to nail the naked truth is that my written petitions requesting to be rewarded have twice disappeared in the Office of the Attorney General .Similarly my personal file has now disappeared in the office of the current Secretary to the Cabinet Dr. Joseph Miti . I should clearly state here that I sometimes question the competence of some of these current flock of senior government officials placed in the Cabinet Office despite them holding professional university degrees .

9. Your Excellency ,I thank God that you are still alive at age 95 years old and I once again earstly appeal to you to kindly liaise with His Excellency Dr.Edgar Chagwa Lungu on my behalf to reward me for my diligent service to the country .

10. Your Excellency, find attached copy of my letter of recognition reference CO /7/3/2 dated 16th November, 2018 from Dr.Roland Msika the then competence Secretary to the Cabinet who has since hap hardly been transferred elsewhere .The issue of compensating me for being poisoned by the State has now fallen out as the matter is a statute barred case in the courts of law. In other words the period of maturity of my poisoning case elapsed 30 years ago and technically therefore this is an operative colonial law.

11. Your Excellency ,at that imminent time if you may recall I petitioned you Your Excellency and I disclosed that your then Deputy Director General of Intelligence Special Division late Khoma and Secret Chief Elimination squad late Mkhondo Danwood Lungu jointly carried out the satanic action to poison me to death .

12. Your Excellency, yes poisoning me was carried out in the name of hate and jealousy and I survived by the grace of God. And today in a similar situation my written petitions over my reward has twice disappeared in the office of the Attorney General. Meanwhile my personal file has disappeared in the office of the Cabinet Secretary.

13. Your Excellency, I am now a hero living in a squalor life and starving in retirement despite I single –handedly saved lives of millions of people in Zambia. Let the government appreciate my outstanding bravely in saving Zambia in three days by rewarding me now.

14. Your Excellency, above all I now as well deserve to be honoured with an honorary Doctorate Degree for saving lives of millions of people and life your Excellency and I request for your supportive recommendations.

The subject under caption refers further to your appeal of 1st February, 2018. I deeply regret the delay in responding to your letter.
I wish to sincerely thank you for the diligent service you rendered to the country in various capacities during your tour of duty in the Public Sector .As you rightly pointed out in some of your correspondences, Government has an inescapable duty to all to protect its citizens and ensure that they enjoy their constitutional rights and privileges.
In the case at hand, it is within your constitutional right to claim compensation for what you believe to have been unfair treatment at the hands of the state .However, the relief you are seeking from the State can be best established by the Judiciary, under whose mandate lies the responsibility of determining the degree of compensation .It should also be appreciated that while Cabinet Office has an overarching responsibility over the Public Service ,it has no means of determining any form of compensation without seeking recourse to the Attorney –General’s Chambers .

I am, therefore, requesting you to follow the counsel rendered by the Attorney –General in his letters to you dated 20th July and 24th September, 2010.
