INTERNATIONAL Labour Organization (ILO) Social Security Specialist Luca Pellerano is prodding African countries to invest in childhood education and nutrition in order to grow the social protection programme.
Pellerano laments that between 70 to 75 percent of the people in Zambia’s rural areas and Africa as whole are living below the Poverty Datum Line (PDL) despite introducing Community Development and Social Services Social Cash Transfer (SCT) programme, administered by the was speaking to Pan African radio crew in an exclusive interview after the launch of the 2017 National social Protection week at government complex in Lusaka.
He lamented that in the Sub Saharan Africa the levels of inequality are increasing among the communities and the large number of youths getting in to the Labour market has compounded the situation.
Pellerano recollected that the first African Social Protection Revolution (ASPR) was 17 years ago 2000, thus the second African Social Protection Revolution has translated into a large –scale programme with Governments showing a ray of bright future for Africa.
