COMMUNITY Development and Social Services Minister (CDSSM) Emerine Kabanshi pegs the Zambia Agency for Persons with Disabilities (ZAPD) 2017-2021 Strategic Plan as a necessary tool for improving the standards and promoting rights of persons with disabilities.
Speaking at the launch of ZAPD 2017-2021 Strategic Plan, at Lusaka’s New Government Complex on Saturday 1st July 2017, Ms. Kabanshi said through the ZAPD vision of inclusiveness, Zambians must ensure that persons with disabilities are included in all developmental activities.
Flanked by ZAPD Acting Director General Dr. Barnabas Chitalu, ZAPD Board Chairperson, Ms. Julien Mwape and Professor Elijah Ngwale, Ms. Kabanshi challenged Zambians to change the attitudes towards people with disabilities by acknowledging their actions.

“Government led by President Edgar Chagwa Lungu will continue supporting interests of persons with disability,” prodded Kabanshi, a Patriotic Front (PF) Member of Parliament (MP) for Luapula.
And Disability Rights Goodwill Ambassador for Persons with Disabilities Professor Elijah Ngwale admonished persons with disabilities to highlight their plight
Ngwale prayed that the
