David Kazhila Thanks ZIPAR for this comprehensive paper on the Chino-Zambia relationship. Very informative indeed.Some very good recommendations are evident but to tell you the truth, despite all these statistics and recommendations, I’m still sceptical on whether government has the negotiating power to set the stage for us to on the right trajectory in terms of doing business with China. The ultimate aim of any government related business venture should be to ultimately empower local businesses.It starts from how our leadership view themselves visa vie the Chinese investors. If we are beggars then there’s very little hope of mutually benefiting from this relationship.Focus should be on projecting what the future will look like with regard to empowering local businesses and home grown innovation.

China is literally ‘building ‘infrastructure for us but not passing on much in terms of expertise or fostering business opportunities to the locals. As you pointed out,partnerships between local investors and Chinese companies should be emphasised though we have very few home grown businesses that have the capacity to take a big enough chunk of the business from the Chinese and plough back the returns into local the economy that’s why the only player doing that is government itself which is not very good at doing business.

To me, that’s a big concern. Could you project what Zambia will look like by 2030 onwards if none of your proposals are taken up? What are the remedial steps that government needs to do short term, medium term and long term? My two cents.
