LCC Public Relations Officer’s defiant attitude, upsets Lusaka Mayor Miles Bwalya Sampa

The Lusaka City Council (LCC) workers assigned with preparation ahead of a visit to Chelston Level 1 Hospital defied directives by Lusaka Mayor Miles Bwalya Sampa when they refused to give three mothers to newly born babies cash despite a K20, 000 budget being approved.
A visibly upset Mayor Sampa complained before Ministry of Health (MoH) Permanent Secretary for Technical Services, Dr. Kennedy Malama that he (MBS) faced lack of compliance to agreed terms by subordinates.
An aggrieved Mayor Sampa told Dr. Malama that more often than not, he had resorted to a Do It Yourself (DIY) approach to avoid being embarrassed, as was the case during the visit to Chelston Level 1 Hospital in Lusaka’s Munali Constituency, superintended by Livestock and Fisheries Minister, Professor Nkandu Luo.

As he reached for his wallet in the back pocket of a black jean trousers, Mayor Sampa expressed regret that despite a budget of K20, 000 for buying hampers for the babies and giving cash to mothers, his children will have to eat rice without chicken as he was giving each mother a K500 to buy some chicken and rice.
In response two council female officials refused to release the money and this forced the Mayor Sampa to get money from his pocket which he gave to the mothers of newly born babies- K500 each.
Mayor Sampa expressed sadness that the council would only give babies hampers but denied mothers cash to use to support the same babies.
He said though hampers were important, mothers needed money to buy other materials which effectively help to take good care of the babies.
The Lusaka Mayor shared his phone numbers urging the mothers to contact the taxi office, so they could be transported in a Mercedes Benz Extra Miles Lusaka Cab service once discharged.
