PATRIOTIC Front (PF) Media Director Sunday Chanda says some sections of the the civil society continue to disseminate lies demonising the Constitutional Amendment Bill 10.
Introducing Patriotic Front Parliamentary Chief Whip, Brian Mudubile at a PF Interactive Forum at Longacres Lodge, PF Media Director Chanda said as a matter of fact and not conjecture, Bill 10 was good for Zambia content wise.
Mr. Chanda argued that the PF as a party in power was or is obligated to to ensure that legal issues or lacuna’s in the Zambian Constitution are addressed and effectively redressed.
“The opposition and civil society groups continue to disseminate wrong and unqualified details on the ongoing legal reform amendments. These teams of opposition and civil society leaders have flooded media houses and social media with a lopsided view of the constitutional amendment mechanism, currently spearheaded by Justice Minister, Given Lubinda,” noted Chanda, franked by Mudubile and programme moderator, Nakiwe Simpungwe.
Upon being asked to brief the country in the emotive Bill 10, Mundubile proposed a moment if silence in honour of former Defense Minister, Dr. Kalombo Mwansa, who collapsed and died at his State Lodge residence on Sunday 15th March 202
In his presentation, Mundubile, who is serving as PF Mporokoso Member of Parliament (MP) in the Northern Province said the ongoung process of Bill 10, awaiting Second Reading on Tuesday 17th March 2020, by Justice Minister Lubinda has and continues to be transparently inclusive.
Mundubile, as a lawyer said legal amendments need to be proposed and enacted to reach inclusivity and consensus, though he conceded that reaching unanimity is untenable.
Stressing a position taken by Lubinda, on a stance that many Doubting Thomasses, had since backed the Government position and current road map, Mundubile said with inclusion of these voices and position paper of the Select Committee headed or chaired by Nominated Member of Parliament (MO) Raphael Nakachinda.
To facility inclusion of regular changes, the Bank of Zambia (BoZ) proposed that Article 218 regulation on the Central Bank, be put into subsidiary legislation.
“I am dissappointed that media houses have not taken critics to task after the BoZ clarified their recommendation to the National Dialogue Forum (NDF) and the erronouos that the PF was trying to extend the President ‘s powers,” protested Mundubile.
“Many young men are politically interested for public office, but lack resources especially when contesting against a siting parliamentarian,” said Mundubile pointing out that a Mixed Member Representation, by amending Article 44, Safe Seats will be created for young people, women and disabled persons.
In the last four years, Zambia has been electioneering, as more often than not (she) has been spending money on elections at the expense of development, noted Mundubile.
Mundubile says as things stand, though Zambia is On Christian Nation, it is difficult to mold such tenets in her citizens.
Further, on Separation of Powers, Mundubile said it is not good that the Chief Justice has no control over the Constitutional Court.
On his part, Eastern Province Minister Makebi Zulu said it is erroneous for Civil Society Constitutional Agenda (CiSCA) to urge lawyers to boycott Court Sessions countrywide on account of a Judiciary decision to bar State Counsel John Peter Sangwa.
