By Derrick Sinjela 15th October 2015 United Party for National Development (UPND) President Hakainde Hichilema has described the K51.4 billion 2016 National Budget presented by Finance Minister Alexander Bwalya Chikwanda as being elitist. Mr. Hichilema says the 2016 budget is not pro-poor as the Government has taken away from social sectors an amount of 7.1 billion approximately 13 percent of the K51.4 billion figure. Hichilema argued that as a matter of fact, citizens will starve as a result of little investment in the social sectors namely, education, health and agricultural in the Zambian economy.
